Illegal Online Gaming, Minor Protection, and Traceability: One of the Key Focus Areas of SAGSE Paraguay 2026

One of the most significant topics on the agenda of SAGSE Paraguay 2026 will be the fight against illegal online gaming, the protection of minors, operational traceability, and the need to build a coordinated response involving government authorities, the judiciary, regulatory agencies, and the regulated private sector.

On Wednesday, August 5, as part of SAGSE Summit / University, the Public Prosecutors / Attorney General’s Office track will take place under the theme:

“Illegal Online Gaming in Paraguay: A Starting Point for a Coordinated Response Between the State and the Regulated Sector.”

The objective of this session is to formally initiate an interinstitutional dialogue on the challenges posed by illegal betting operations, identifying coordination gaps, operational risks, and potential avenues for cooperation between public authorities and the regulated gaming industry.

The track will focus on joint efforts between the private sector, the judiciary, and regulatory bodies to prevent, investigate, and sanction the promotion of illegal betting activities, while highlighting the importance of strengthening traceability, due diligence, compliance frameworks, and monitoring mechanisms.

The agenda will include the participation of representatives involved in the investigation, oversight, and prosecution of economic and financial crimes, bringing practical experience from cases involving tax-related offenses, fraud, and the illegal exploitation of games of chance.

Following this session, SAGSE Paraguay 2026 will present LUCA and NOVA+, two technological solutions developed by the Córdoba Lottery and previously showcased at SAGSE South America. Both initiatives are designed to help prevent illegal online gaming and protect minors from exposure to unauthorized betting platforms.

NOVA+ is a home-based application that allows parents and guardians to monitor and block illegal betting platforms on devices used by minors.

LUCA (Unified Academic Cyber Protection Line) is designed for schools and sports clubs, enabling the blocking of illegal betting websites on Wi-Fi networks without compromising users’ privacy.

Both tools represent a proactive response to one of the industry’s most pressing challenges: preventing illegal online gaming from reaching minors, educational environments, sports organizations, and households.

Through this initiative, SAGSE Paraguay 2026 aims to establish a practical working agenda focused on minor protection, illegal gaming prevention, institutional responsibility, applied technology, compliance, traceability, and public-private cooperation.
