SAGSE Paraguay 2026 Opens with a Historic First Day in Ciudad del Este and More Than 345 Effective Registrations

The first day of the SAGSE Summit brought together operators, regulators, authorities, sponsors, strategic suppliers, and regional industry leaders at Hotel Casino Acaray, reinforcing Paraguay’s position as one of the most promising gaming markets in Latin America.

SAGSE Paraguay 2026 officially kicked off at Hotel Casino Acaray in Ciudad del Este with attendance exceeding expectations, reaching more than 345 effective registrations and welcoming participants from across the region.

Held under the SAGSE Summit / University format, the event gathered operators, regulators, government authorities, C-level executives, international sponsors, technology providers, compliance specialists, security experts, online gaming and sports betting professionals, and institutional representatives, confirming the growing regional interest in the Paraguayan market.

One of the most significant highlights of this edition was the quality of the audience. The attendance ratio reached approximately 2.75 operators for every supplier, reinforcing the boutique DNA of SAGSE Paraguay, focused on real demand, qualified networking, and decision-making opportunities.

The opening of SAGSE Paraguay 2026 became a key meeting point for discussing the present and future of the industry amid regulatory transformation, market professionalization, the advancement of omnichannel operations, the growth of online gaming, and the need to strengthen public-private cooperation against illegal gambling.

Institutional Opening with Strong Representation from the Paraguayan Market

The day began with a VIP Luncheon sponsored by Apostala and Evolution, bringing together authorities, operators, sponsors, regulators, and speakers for an executive networking session before the conference program commenced.

This was followed by the official SAGSE welcome and the institutional opening of APEJA, led by Adriana Gorchs, Acting President of the association.

Later, Carlos Liseras, President of Conajzar, and Oscar Orue, National Director of the DNIT, delivered the institutional presentation on behalf of CONAJZAR / DGJA / DNIT within the framework of the National Directorate of Tax Revenue (DNIT). His presentation addressed the current state of the industry, market professionalization, regulatory developments, gaming growth in Paraguay, and the challenges facing operators, regulators, and supervisory authorities during this new phase.

The Future of the Paraguayan Market Takes Center Stage

One of the key moments of the day was the panel discussion:

“Present and Future of the Paraguayan Market: Regulation, Operations, and the Development of Regulated Gaming”

The panel featured representatives from CONAJZAR / DGJA, Apostala, Georges Didier (GLI), Erick Méndez (Evolution), local operators, gaming suppliers, and Argentine gaming attorney Tomás García Botta, who served as moderator.

The discussion focused on strategic topics for the development of Paraguay’s gaming market, including the new regulatory framework, Law 7438/2025, the role of CONAJZAR, market liberalization, sports betting, online casino operations, certification processes, compliance, technical standards, legal certainty, omnichannel strategies, and opportunities for local operators.

Illegal Online Gambling: A Necessary Conversation Between Government and the Regulated Sector

The agenda also included a dedicated session involving Public Prosecutors and government authorities under the theme:

“Illegal Online Gambling in Paraguay: A Starting Point for a Coordinated Response Between Government and the Regulated Sector”

The objective was to formally open an interinstitutional dialogue on the issue, identifying initial challenges, coordination gaps, and potential avenues for cooperation between public agencies and the regulated private sector.

The discussion emphasized the importance of coordinated action among the private sector, the judiciary, and regulatory bodies to prevent and combat illegal betting operations, while strengthening traceability, due diligence, compliance, and enforcement mechanisms.

Technology, Youth Protection, and Prevention: The Presentation of LUCA and NOVA+

Another highlight of the first day was the presentation of LUCA and NOVA+, solutions developed by the Córdoba Lottery and previously introduced at SAGSE South America, aimed at combating illegal online gambling and protecting minors.

NOVA+ was presented as a home-based application that enables parents to monitor and block illegal betting platforms on devices used by minors.

LUCA, the Unified Academic Cyber Protection Line, was showcased as a tool designed for schools and sports clubs, capable of blocking illegal gambling websites through Wi-Fi networks without compromising user privacy.

The session focused on youth protection, prevention of illegal gambling, applied technology, parental controls, academic cyber protection, institutional responsibility, and preventive tools for regulators and operators.

Leadership, Security, and Management Professionalization

During the afternoon, Gustavo Adamovsky, Dean of UCES Argentina, delivered the presentation:

“Antifragile Leadership in FANI Environments”

The conference addressed decision-making under uncertainty, error management, psychological safety, herd behavior, extreme pressure, and intergenerational leadership.

Later, José “Pepe” Casapia Bardales of Peru, ALASCA Ambassador, led the session:

“Operational Security for Management and Operators”

His presentation focused on risk prevention, internal and external fraud, security culture, gaming floor control, surveillance, asset protection, and regional cooperation.

The first day concluded with a closing panel on strategic challenges for Paraguay and the region, covering regulation, operations, security, compliance, technology, responsible gaming, sports betting, online gaming, and market professionalization.

SAGSE Prepares for a Fully Technical Second Day

Following the success of the opening day, SAGSE Paraguay 2026 is preparing for its second day, entirely dedicated to technical and operational training.

On August 6, SAGSE Academy will offer a specialized agenda designed for technicians, gaming floor personnel, operations managers, security teams, and surveillance professionals, focusing on online systems, machine connectivity, communication protocols, ticketing systems, performance measurements, operational control, artificial intelligence applied to slot machine diagnostics, and machine-level auditing.
